Someone from elsewhere is trying to tell you something. They’re trying to reach you through any primitive sound-producing devices you may have lying around—dictaphones, radios, megaphones, old broken speakers, the vibrations of the air itself—fiddling with knobs and dials and settings to accomplish varying degrees of successful communication.
